Is this a recommended cycle route (Redcliffe Square pavement, London)?

The sign is "recommended route for pedal cycles".

No, the road is the recommended route, they just haven't got round to putting as post in the middle to block it like they have for the pavement.

The road sign shows it's a "route recommended for pedal cycles on the main carriageway of a road".

 

(Odd. Nothing special about that, surely?  Pedal cycles can ride on most main carriageways in urban areas, especially ones that look like that).
